17 weeks and headaches/high blood pressure issues

My daughter is 17 weeks pregnant. Though her blood pressure has been an issue (60% kidney function) this week she has begun to have nightly headaches, a rise in blood presssure unless she lays down, swelling, vision issues.

Can she potentially carry this baby to term? Is there such a thing as 5 months of bedrest?
